Superman ponders this for a moment. If they do that, the city would have to shut off water and power and gas in this block for a while. THey would have to dig up the cement and the road, and then place it all back neatly. It would be a mess, and a lot of work for a little creature barely bigger than their fingers.

OFF GOES THE GOD, throwing his hammer into the air and then following it to the nearest police station. He doesn't know who he needs to alert, but he figures that's the best place to start. Plus, does it really matter where he goes? He's big and intimidating and famous enough that most people will just go 'yes sir' to whatever he wants.
He tells them what he wants to happen, and it takes a few people to figure out who they need to contact and arrange it all but at last! The necessary requirements have been made! And happy with his endeavour, he flies back to where his friend is.
Superman is waiting, with a asphalt truck complete with a less-than-comfortable looking crew. It's not every day they and their whole gear get to go flying.
He is nothing but smiles when Thor returns. "I was thinking a lightning strike could create a more accurate crack in order to give us access. If you would do the honors?"
"Certainly, my friend." He gestures for everyone to move back a little bit, and then he raises Mjolnir high and summons down a bolt of lightning to strike the concrete and crack it open. The crack runs deep, through the whole of the layers of it, but doesn't break it fully open so that it does not fall below onto anything more precious.
He then kneels down and starts to pull bits away. "We should be able to free the poor thing now."
Superman's gasp of excitement is fully genuine. Thor's powers are fun, and impressive, and he rather enjoys having friends who are as... unbreakable as he is. Who doesn't enjoy being with genuine peers?
As soon as he knows the street won't crack any further, he also drops to his knees to dig out big and small pieces until they can see the pipe.
"Can you hear it?" There is the tiniest sound of scared mewling.
It's his turn to actually help out, so he presses his thumbs down on the pipe so he can gradually push it aside to create an opening for the kittens. It's fine that they're ripping open an important pipeline. Between the lightning and the lasers, they can fuse it back shut.
That would make a lot of sense actually
